Land Conversion 

Land conversion is a process by which a landowner is allowed to change the character or utilization of any land under his ownership. If a land owner wants to change the legal use of the land under his ownership, he is legally bound to change the use of the land. No agricultural land can be converted into non-agricultural land without prior permission of the concerned state Land Department. If any agricultural land is used for commercial, residential, or industrial purposes without conversion, the authority may fine or demolish the said property if it is not converted after multiple warnings. 


If you own agricultural land and want to build a residential house on the said land, apply for a land conversion certificate to the land department of the state where the land is located because construction of residential buildings on agricultural land is a punishable offense and you may be fined for it. 



LAND CONVERSION CERTIFICATE

A land conversion certificate is a document that is issued by the concerned land department after the completion of land conversion. In short, it is proof of land conversion. No one can change the nature and character of agricultural land without obtaining a land conversion certificate. 



CONVERSION AUTHORITY

Application for conversion of land is usually made to the concerned land officer of the area where the land is situated. A concerned land officer can issue a conversion certificate on the application for land situated within his jurisdiction. The designated land authority for land conversion varies from state to states such as Block Land and Land Reforms Officer in West Bengal is the designated land conversion officer. 



LAND CONVERSION PROCEDURE

STEP 1: Submit the land conversion application form with all relevant documents, it can be either online or offline. 

STEP 2: After verification of all the documents including the application form, it will be forwarded to the concerned authority for physical inspection of the land.

STEP 3: If all the criteria for land conversion are fulfilled then the required fee for land conversion has to be deposited.

If any agricultural land is used for non-agricultural purposes without conversion, it is a punishable offense under the law. If a person constructs a residential house without converting any agricultural land, then he has to pay a fine as per the order of the concerned officer. In this case, the officer can demolish the said residential house as per the law.
